During his tenure as an Assemblyman, Billy has introduced and passed multiple pieces of legislation benefitting the people of the North Country, including creating the rural health council; securing millions of dollars in state funding for programs like Older Adults Technology, Inc. (OATS), North Country Chamber of Commerce, Northern New York Agricultural Development Program, and North Country Veterans Association; he has fought for legislation enacted into law, resulting in the creation of an advisory council advocating for individuals suffering from PANS (Pediatric Acute-onset Neuropsychiatric Syndrome) and continues to advocate for affordable, reliable and accessible broadband internet and cell phone coverage provided throughout the North Country.
